Band identification

My friend has a female purple martin that has a band on it. The numbers are 09616 and on the bottom line the numbers are hard to read. They are( I or T), 0,( I or T),8. It is a silver band. Any help would be appreciated.

I called the toll free number from that website they told me I am missing some numbers,so I will keep trying. Thanks for your help.
