I just picked up a Heath 12 compartment house at a garage sale.
Has anyone ever modified this house? ie. enlarge compartments, make hinges for nest inspections, etc.
I searched the forum for info on this but didn't find anything.

Since no one else has answered you, I'll give you my 2 cents' worth. Last year, I received a "Free to Good Home" Heath house, 3 stories, 6 sides (I think) and asked people here about trying to modify it.
The group opinion was that it could be done, but it was a lot of work and then, given the inherent weaknesses of a Heath House, you have invested a lot of time, effort, and supplies in a house that will blow apart in the first strong wind. I ended up saving the telescoping pole and recycling the house for the aluminum, after I cleaned out a ton of HOSP nesting material! I figure I helped martins by not letting that house back into circulation.

Don't forget to screen in the top section ceiling. It's open and other birds (usually the unwanted ones can jump over the tops and make nests in a plugged compartment. I would also tie in the bottom floor sections also. High winds can pop the floors out and that would be BAD I would think.
