Scout Arrival Study Rules ?

Hi All, I have been tracking first arrivals using the PMCA scout arrival website, and also using eBird.
The difference is that martins reported on eBird do not necessarily need to be associated with a nesting site.
And this got me wondering, about the PMCA site, I have a vague memory from years ago that the PMCA site required a martin to perch on housing in order for it to be officially counted as a first arrival. But reading the information page now there is no such requirement. So, I'm wondering if my memory is faulty, or if perhaps the perching requirement was dropped sometime in the past ?

The point of the Scout Arrival Study is to track the migration. So, if you see a martin in your area you should report it. It doesn't have to be one of "your martins". If you see one just passing through that does not stay, it should be reported. This gets more accurate migration information.
