Procedures please

Ok, year 3 was a failure along with year 2.year one was was 3 eggs 3 fledged. I need some advice on blue birds and how many houses. I had one this year with no fighting.Tree sallows were my downfall this year. I mistakenly took them for PM. I had 5 eggs and did a nest check last night and they were gone. I guess a hawk. Is there some information to help me with all the barriers?

2022 - 1 pair, 5E, 4H, 4F
2023 - 2 pair, 9E, 5H, 5F
2024 - 4 pair, 16E, 16H, 14F (2 more pair started nests but failed due to weather/loss of mate).
i have found it is impossible to get martins w/ TS in the area, even if they are already nesting in a separate bluebird box. they will chase martins away. if a BB is in the box, they are fine, but then the TS try to get in the martin gourds. i have found i need to close everything until they are gone, then i open just a few gourds. finally got a nesting pair or martins this year, 5 eggs that hopefully are going to hatch by the end of the wk. possibly another SY pair interested.
my BB fledge 4 or 5 BB's and i think they are re-nesting. but i keep TS and wrens away by whatever means necessary. if i ever get a good colony established, i may let them nest in BB boxes again.
someone made a suggestion to me that seemed like it could work. they said they put martin decoys all over and play the daytime chatter cd all day. this gets the TS accustomed to the site and sound of them, so when they do show up, they aren't so aggressive. i have not tried it but will if i have to.

i've had zero luck using the protocol. the TS re always aggressive towards visiting PM's no matter what. my only solution has been to keep them away entirely.
just today, i saw 4 TS circling the BB box and PM gourds. my asy male went on the chase immediately and was joined by another asy male (that i had not seen before) and an sy male while mom stayed in her gourd. because the asy is committed, he was the one showing aggression.
