I have this rack too.
There are two ways to setup the system.
1.) if the counter weights are heavier than the fountain rack, arms, and gourds then you can just add the rope that hangs down (black I think) to the winch. This is the easiest to do since you don't have to take the pole down.
2.) the other is to take the pole down, remove the weights, and make sure the eye bolt and pully line up with the box on the fountain rack so it doesn't spin the rack around.
