Does anyone know how to go about getting or becoming a bird bander?

Nanette, it's not an easy process. USF&W issues Bird Banding Licenses for specific scientific research and unfortunately doesn't consider banding birds at an individal colony a valid reason to issue a license. Normally, if you are able to get a license, you have to band under the supervision and license of a Master Bird Bander. Your best bet would be to find a licensed Bird Bander in your area and then volunteer to apprentice under that bander. The other thing to do is to invite a local licensed Bird Bander to band your birds.

I did some poking around on the internet, and the best thing that I could come up with for you is a reference to Bill Clark in Annandale, VA, not too far from you. He is listed as a NASC Certified Trainer (for bird banding) at:
